SciELO virtual library: open access and indexing for academic journals. Balance of 15 years of the SciELO-Mexico collection

Abstract

This paper has the following objectives: 1) To take up the background and information products that preceded the scielo system to find the lines of continuity as well as the specific contributions of this system, highlighting its pioneering character worldwide as an open access project and, at the regional level, for the implementation of a publication methodology based on metadata and interoperable languages, as well as for the creation of the first citation index in the region. 2) To describe the characteristics of the development of the SciELO-Mexico collection, emphasizing the sources of financing that have made possible the sustainability of an open access initiative of this type. 3) To make a balance of the achievements as well as its limitations and pending agendas.
