Las TIC como parámetro de competitividad urbana: un escenario para las economías emergentes

Abstract

This paper conducts an initial approach about the importance that is conferred to the information and communication technologies (ICTS) in the measurement of urban competitiveness (indexes and rankings) as well as reports that some journals do about the ability of cities to expand into the global economic exchange. We analyze the role of ICTS as a parameter or indicator in measuring urban competitiveness, particularly so among the cities that belong to countries identified as emerging economies, since these countries are located as places where change processes take place or generation of new scenarios for the metropolis and its inhabitants, in addition to being a reality concerning Mexico. The reflection takes as its starting point the global urbanization trends prepared by the un, which identifies the least developed countries or emerging economies as the major regions experiencing a steady increase in urban population so, the article -in advance of a broader study about the links between communication and urban competitiveness- seeks to open a discussion about the importance that is conferred to ICTS when it seeks to measure, build or project the competitiveness of cities in such countries.

Doctorante. Doctorado en Ciencias Políticas y Sociales, con orientación en Ciencias de la Comunicación - UNAM. Correo electrónico: albercp@servidor.unam.mx. Nació en la Ciudad de México, es Maestro en Comunicación (graduado con mención honorífica) por la Universidad Iberoamericana, Campus Santa Fe, y Licenciado en Ciencias de la Comunicación por la Facultad de Ciencias Políticas y Sociales de la Universidad Nacional Autónoma de México (UNAM). Desde 1996 colabora en el Programa Universitario de Estudios sobre la Ciudad de la UNAM. Pertenece (a partir de 1999) a la Asociación Mexicana de Investigadores de la Comunicación (AMIC), donde coordina el Grupo de Investigación en Sociedad Civil, Participación y Comunicación Alternativa.
